Okey like this:
If you have trubble getting VAC enabled on your server sv_secure 1 will NOT
work butting starting with +ip YOUR.IP.HERE will get VAC enabled on the
first try! So how do you start the server with +ip then? Well on a
standalone server you can create an Shortcut of hlds.exe and rightclick then
properties. In the target box you add +ip YOUR.IP.HERE in the end...

I had the same problem with my Source CS Server.   For the life of me,
through multiple restarts and trying several different things, it
wouldn't VAC secure. I found a forum post on the steamforums, and I
added +ip and the ip address to the game startup line and it connects to
VAC everytime now, and remains VAC secured over time.   Try adding this
and post back if it works.
