Okey like this: If you have trubble getting VAC enabled on your server sv_secure 1 will NOT work butting starting with +ip YOUR.IP.HERE will get VAC enabled on the first try! So how do you start the server with +ip then? Well on a standalone server you can create an Shortcut of hlds.exe and rightclick then properties. In the target box you add +ip YOUR.IP.HERE in the end...

For the life of me, through multiple restarts and trying several different things, it wouldn't VAC secure. I found a forum post on the steamforums, and I added +ip and the ip address to the game startup line and it connects to VAC everytime now, and remains VAC secured over time.
