It doesn't stop rate hackers as it has not effect on clients cl_cmdrate

Moreover, it has been noted that it can have negative impacts on performance
if the server fps falls below the sv_minupdaterate, even if its only for a
second. Performance impacts that are worse than the drop in server fps.

I use zBlock & Matties Event Scripts to enforce client rates
