If I remember correctly the list was made up various server admins that
shared their ban lists. If these steam ID's try to join my servers they
will be denied by steam correct? If that is the case there is no reason
to import them into my ban file correct? Thanks for the help,

The hlstatsx vac banlist is probably what you are referring to:

These are people who attempted to join a server which has hlstatsx
installed who have a banned vac account.
