We found if you execute something like a banlist file (ours has thousands of
entries) on map change for HL1 servers at least, it takes ages to change the
map while that file is executed.

I have run my exact server setup on my Windows 2003 server (which has
much better hardware), with the exact same result.  So I don't think XP
is going to get me any farther.
