We have experienced lag when a Half-Life 1 server has changed levels, and the banlist was to be executed on mapchange (autoexec/server config), and map changes took noticeably longer.
We have thousands of bans as well. Its nothing really to do with performance issues with the host running the server, it just seems to be slow regardless when loading a large banlist.
