We have experienced lag when a Half-Life 1 server has changed levels, and
the banlist was to be executed on mapchange (autoexec/server config), and
map changes took noticeably longer.

We have thousands of bans as well.

Its nothing really to do with performance issues with the host running the
server, it just seems to be slow regardless when loading a large banlist.

Try 'exec banned.cfg' or whatever and have a play on your server during this
time, see if you pause.

Perhaps contact your data provider and ask them what the resources are like
on the box your server is on.
