Hello, Actually looking at the user-supplied fix shows you it's a registry change which is relevant to the Steam client, nothing to actually do with Source (client side or server side).
And further investigation shows that the particular registry key is used by the Steam client to remember the last URL for the banner to show inside Steam while an update is downloaded. It would appear that the Steam client shares the same code when downloading data from web servers for game content, and due to a bug somewhere there causes the client to crash (whether it is Valve or Microsoft is impossible to say).
