Then wouldn't the perfect setup be that this
doesn't allow the server operator to use the command bind, change this
restrict setting and not use quit, and just put your settings back to
the way they were on a change of server?

Not this. This is
"Our clients pay for the game, not the server operators" forgetting
that fact that the reason they have millions of paying customers with
no monthly fee is that fact that we fork out for their servers.

It's about time Valve gave clients the ability to prevent this from
happening.

I personally hate going into servers and find my rates and basic settings
changed all over the place.
