It shouldn't be limited to certain commands. Clients should have the right to choose not to have settings imposed on them against their will, but this shouldn't be default behaviour - as this command has only come about due to abuse.
For those of us running public servers with the aim of allowing the community to enjoy the game (and subsequently helping Valve's bottom line by making CS a huge game), I (and I'm sure others) would appreciate if this command was off by default, as people abusing rates and interp settings are already ruining public play.
