In terms of running your srcds instance as 100 tick, you should use a command line option of: srcds.exe -tickrate 100
Here is a sample command line you could use to start a srcds instance on de_dust2, with 16 players, a 100 tickrate: srcds.exe -console -game cstrike +map de_dust2 +maxplayers 16 -tickrate 100 -nocrashdialog Whisper has some great links in his Wiki to help get SRCDS server up and running.
