I've had many problems concerning CS1.6 on Vista. EAX not working and others.
http://pc.ign.com/articles/759/759538p1.html might be an interesting read. Maybe it's time Valve reprogrammed CS1.6 to comply with Vista? I'm sure they've not yet completely given up this project, as it still bring in money.
