Just did a quick test to confirm and what I suggested is the case.
If you start the server with:
./srcds_run -game cstrike +servercfgfile test.cfg +map de_dust2

"server.cfg" is never accessed instead "test.cfg" is. The reason
"server.cfg" is usually accessed is that its the default value
for "servercfgfile".

Obviously this doesnt apply if server.cfg does not exist.
