That is very strange
In Window SRCDS I put rcon say <insertfilenamehere> in all the
default files and in console to definitely shows the file loading as
I have presented on my wiki.

Double checked on windows as well. With servercfgfile specified
on the command line the server never attempts to access "server.cfg",
instead it only accesses "test.cfg" which is what the overridden value
was:
srcds.exe -console -game cstrike +servercfgfile test.cfg +map de_dust2
Removing +servercfgfile defaults back to server.cfg which is the
behaviour your reporting:
srcds.exe -console -game cstrike +map de_dust2
