I use SRCDS for Windows and I have no VDFs and the +plugin_load pluginname
in the command line works just fine.

I have not tried loading the plugin manually, since this doesn't really
acomplish anything.

As for the unload, well, I agree that it says the plugin is unloaded, but if
you are playing on the server and still seem some of the functionality of
the plugin still in place, even though you know you have unloaded the plugin
and plugin_print says its all clear, what can you do? Maybe this issue has
been fixed, I don't know, but its not something I really want to revisit any
time soon.
