I had discussed this once in the linux group. Putting a +67 sets your command rate at the lowest allowed by the server. The reason being is the "67" is convertible to a number, while converting "+67" to a number yields 0.
The scoreboard and the net_graph 3 are calculated differently. The net_graph 3 is more exact, while the scoreboard doesn't take into account this problem. The game will make your minimum ping on the scoreboard 5, so when you do this your number should drift down to 5. But if you look at your net_graph 3 results, you will see it doesn't change it at all. The other effect you are seeing is because you have essentially gone from 67 to the server minimum, which could cause a difference in game play.
