Nope. The server was enforcing cl_cmdrate 40 as a minimum. When I entered
cl_cmdrate +67 into console my net_graph continued to output 67 packets a
second while the scoreboard changed to a 5ms ping.

Unless I am missing something? : )

I think cl_cmdrate +67 causes a problem in the interp calculations for the
client which results in their interp delay being a lot lower than most (if
not all) other players. But as I said this is just speculation that would
explain some situations I have had in game. : )
