Is this an exploit that could be used to bypass cl_interp/cl_interp_ratio
rate restrictions? If not, then why does it continuously try to change
cl_interp after cl_interp_ratio is changed?

Also I thought cl_interp was a temporary variable for the BETA (read the
cvar description pasted above); isn't the BETA for it over now?

So yes this does look to be an exploit to bypass cl_interp_ratio as well as
any cl_interp_ratio server enforcement. Comments?
