  There is nothing listening at that port. Even a telnet session times out on
  the port.

  I done a portscan on your IP, these are the results;

  Starting Nmap 4.11 (
http://www.insecure.org/nmap/<http://www.insecure.org/nmap/> ) at 2007-10-25
20:15
  CEST
  Note: Host seems down. If it is really up, but blocking our ping probes, try
  -P0
  Nmap finished: 1 IP address (0 hosts up) scanned in 2.154 seconds

  With the -P0 flag;
  Nmap finished: 1 IP address (0 hosts up) scanned in 218.371 seconds

  Are you sure that is the correct IP? (Verify at
www.whatsmyip.org<http://www.whatsmyip.org/>), if you
  really forwarded the ports correctly, the portscan should reveal that.

  Cheers,

  Saint K.

    If you give someone the external IP and port can they connect?

    Try setting your DMZ on your router to point to the IP of your gameserver.
    This has worked for me in the past when I've needed to quickly host a game
    on my home connection.

    > repy Mike...I did that and even bought the prgram itself , for $30.00 ,
  a
    little more history: I've set the port fowarding in the router to my
    internal ip-192.168.0.100:27032 , plus UDP to start-27016 , end-27019,
  also
    set another to start-27020 , end 27032 , checked the boxes, saved, waited
  to
    make sure it stayed in ...and tried again ,same result...any more info
  would
    by helpful...Windows XP, 2.4 G ,intel cpu,1g DDR-2700...also windows
    firewall asked for allowance for the port 27032, and I accepted
