By your logic, if someone robs a bank and goes to prison, then they should get life as it's impossible to change.
Or if you get caught with pot or push someone or anything that can land you in jail for a few months or so (contempt of court even), they should never be let loose since they will just do it again. That is the logic I see you presenting. I think (and thankfully, society agrees with me) that you are using flawed logic. Either that or I'm not understanding your point of view.
