Oh its win server. Sorry, then just forget about user's home directory
but delete clientregistry.blob from steam directory and add
-verify_all -retry anyway..

try deleting the blob and pick

 probably not likely to fix the issue. :p  Or just keep retrying, but
in
 between, don't delete the directory entirely.  Just press the up
arrow or F3
 to run the exact same command line.  Sometimes I run into issues
where it
 fails in the middle of the download and I just have to 'restart' it
to
 continue the download.
