This new phantom 30,000 limit was introduced last patch, causes your update rate to drop as low as 20 and choke to go wayy up when you're on a 32x server. Tons of people have complained about lag and i noticed i too was getting total crap throughput. I check my rate and it's reset to 30,000 after the patch. Oh!
