I normally get that error when I either run a program which needs steam
(such as hl2.exe or studiomdl.exe) or steam itself with elevated
permissions.

Hi,

You have introduced a new client bug.

The error msg reads;

SteamStartup() failed: SteamStartup(0xf,0x0012E5BC) failed with error 1:
failed to take master pipe connection lock

When attempting to shutdown steam.exe it complaints first all games need
to be shutdown. There is *no* game process running (no hl2.exe present
in processes list)

The steam.exe process needs a manual kill before it can be used again.
