Actually it also gives a false CPU usage. Seeing as the server will use "0%" utilization with under like 15 players.
It's just because the timer is lazy. I've tried limiting FPS and it doesn't change CPU usage whatsoever from 1000fps down to 20 fps....well maybe a little but it's not really noticeable. You'll still crank out the box if you put too many slots on it. Doesn't matter whether it's running or not, you'll see a performance hit either way.
