Found the problem... Someone sudo'd hldsupdatetool on the previous patch - which wrote a "steam.inf" file to the 1.0.5.8 rev - which was then owned by root:root. Our boy wonder Python (Chris) caught it and chowned it back to the proper ID and all should be well now.
