Map Change never fixes this problem. I always have to restart the server. I'm wondering if there is a setting that can fix this?

The last person or 2 on a server will sometimes ghost like you are saying. When the server is empty and showing a couple ghost players, a map change will always clear it out if you don't feel like doing a total reboot.
