Not necessarily. It's got a 5-10 second auto-refresh I believe, and if it
happens to hit that auto-refresh when someone leaves it will join right
away. Obviously if it was any faster it would flood the server and cause the
server to stop responding (try clicking refresh 100 times fast.)
