I would assume so. It would simply use the filtered option like on the stats
page and I believe you simply add your steam login credentials to your
update command line to gain access. Im not quite sure the exact amount of
bandwidth that would be used or if Valve would approve of something like
this, but its worth consideration after these past few updates have left
your servers unable to update for an hour or two after an update. I cant say
if tonight's update was their content network or simply them working on the
update while releasing it. I find it strange that none of the content
servers bars on the stats page showed as full and we still werent able to
update.
