you don't just double click srcds.exe (well I guess you could ....) but the proper way is to open a DOS command prompt, and navigate to your srcds directory, and try the following:
srcds.exe -console -game css_beta +map de_dust +maxplayers 20 which i believe is the BARE minimum required to start a Windows server (there's a TON of other command line options you can pass - I'm just trying to get you started).
