I've been thinking your most accurate form of skill balancing will be using the actual skill value from hlstatsx. I also agree with John Barrett, only balance people at the beginning of the game; say like 30 seconds into setup time or something... but people are still going to recognize this and just sit in spectator until that balance occurs, and then join any team they want or wait it out until they can join the team they want.
