The IP address you're using in the command line needs to match the LAN
IP of the computer (if it's got multiple LAN IPs assigned, it has to
match at least one of them). You can't make an arbitrary IP for it.
Find out what the computer's LAN IP is and use that IP in your command
line. If the IPs match, and you're trying to connect to it from the same
computer, open your console and type "connect 127.0.0.1 27016" (without
the quotes, of course).

Anyway. I can tell it isn't connecting has I can't even find it lan off of my
