Well, considering the host has several other servers running on the server machine, couldn't that be the problem? I'm 100% aware that there are at very least 2 other servers running on the same IP, as you can see here: http://www.gametracker.com/search/_all/BR/?query=201.48.140.148.
If it is, would we need an entirely dedicated CPU to run a decent TF2 server? I'll run the server vanilla (no metamod or sourcemod) today to see if that changes anything. But from my past experience, the "hiccups" happen even with a clean server. Thanks for the response, man.
