Most of the dedicated servers are free and have no restrictions on that (If you do not own CSS, you can still download the dedicated server for it).. The log-in requirement for CS:GO is going to expire as it moves out of beta and into full usage. I expect the DS will be free at that point without restriction.
besides CS:GO I don't know of a dedicated server that requires authentication to download offhand, but I have no tried them all. One the no log-on feature gets added you should have what you have today, but with the added ability to cache the content on your proxy.
