Usefull plugins/mods to have:

Sourcemod, http://www.sourcemod.net/
Sourcebans, http://www.sourcebans.net/ (especially if you have multiple servers, runs on sourcemod)
Automatic anticheats, runs on sourcemod. KAC, SMAC, etc. Google for more.

List of cvars.. found some interesting one? Type it in server console without a value and you get a line what it does.

That should get you started. Server ranks are irrelevant. Run a server where players play and you'll be just fine.

Is there a list of cvars anywhere with clear descriptions of what they are, how to use them in and what combination to apply them? Also, much is said on this mail list about monitoring servers. Is this done with something other than hlsw? As to server popularity, how do you tell what rank your server has? Lastly, something that seems quite dear to this group... Delisting; is there a list of modifications and tweaks that are permitted before your server stops getting quickplay visitors?
