It looks to me as if all of those are fake clients or actual clients
that just got their steamaccounts made for a single purpose.
A lot of servers are still circling around and violating quickplay
rules. I recently did a 1 hour on my day off and tried quickplay to see
which servers i get assigned to. I found 15 servers that were using
instant respawn or modified spawn time (faster than usually). Pressed f7
on every single on them and did a report but i'm not sure if anyone did
anything.
Another "policy of truth" push might be in order.
