It amazes me that there are people like you that think like that. How bad can Valve fanboys get?
How are we supposed to police other people's servers? I have personally made dozens of reports and Valve has done nothing to them for months before I stopped bothered to check. What else are we supposed to do? It is Valve's job to keep the server list clean. And they did it the lazy way by virtually banning community servers. Now they keep killing community servers by only introducing official server only content.
