Actually, Punkbuster did this pretty well (One of the few things PB
actually did do well). It allowed you to take a screenshot on the client
and then upload it, but it sent a shrunken image and restricted the
transfer rate. Generally the files uploaded were so small, people
wouldn't even notice it was happening. It was still easy to identify
cheaters even with a small image (I caught lots of people with this).

The problem is (was) - pretty soon the cheat coders worked out how to
determine when a screenshot was being taken on the client, and simply
disabled all cheats for the duration of the screenshot. Even if
something like this was implemented in the HL engine, I'm sure it
wouldn't be long before they worked out another way around it..
