Sounds very similar to Shareaza... Shareaza can have HTTP and FTP sources (In fact, there's apparently a download manager function that will allow you to use Shareaza like GetRight or FlashGet.) If downloading from another G2 client (Currently only Shareaza, pending the GDF's exceptance of the protocol) it verifies the file as you download it. And yes, it also shares what you have as you download it. No centralized server, but no Edonkey-esque host file to worry about. I love it love love it.
