P3s, P4s and a dual Xeon all under RH 7.2 or 7.3, 2.4.x  have performed
well for us. I have seen a lot of complaints on 8.0 and up though.

I don't think your problem is the 3.1.1.1.x efficiency issue. We saw a
consistent 20-40% increase in load but nothing strange like what you
describe. It was only running for a few days, we went back to 3.1.1.0.c and
are just patiently waiting for them to fix it before we upgrade. (which I
was very happy to read about, thank you Valve!)

We run bots on all of our servers so it never just sits there idle, I have
noticed some unusual load with 2 or 4 bots but it's not really spikes. I've
seen it run half a map at around 50-60% cpu for no good reason I can think
of... it has always done that on occasion running both TFC and CS so maybe
your problem is not that unusual. When a person joins it always drops back
down to normal levels so I just chalked it up to insignificant weirdness.
