One does not need to even play the game to gain rcon access to your server. If you are trying to punish this person, go beyond what you are thinking of and report them to their ISP (or yours, and let them do the work) for harrassment. If you have his WONID then you most certaily have access to his IP (check your logs). If he is the sort of character that is doing what you say, most likely he has several WONIDs anyway, and a chance he is using a proxy, so even though it might be fruitless, you are better off pursuing his IP and his ISP.
