Wow I was about to thank you for your help.  Until u flamed me.  It was
a legit question since I didn't want to send an email directly without
going through a chain of commands type thing.  Apparently you are the
ignorant one.  This list is for help not start flame wars.  I have found
this list to be useful so I will stop now.

Yes I am in fact saying that gaining rcon access to your server is
indeed no reason to add his ID to the VAC cheaters database. One does
not need to even play the game to gain rcon access to your server. If
you are trying to punish this person, go beyond what you are thinking
of and report them to their ISP (or yours, and let them do the work)
for harrassment. If you have his WONID then you most certaily have
access to his IP (check your logs). If he is the sort of character that
is doing what you say, most likely he has several WONIDs anyway, and a
chance he is using a proxy, so even though it might be fruitless, you
are better off pursuing his IP and his ISP. The world is much bigger
than this game.

You kill me. your original post is ignorant and naive. ("If this is not
the correct address please direct me..."). You had the resources to
find this list. well, it is much more direct to find contact info for
Valve at the Valve site than it is to join this list. but then again,
it doesn't sound like you want to do anything productive.
