What I prefer, I run on my own servers. What you prefer should be your own decision.

AMX - old, the developer quit work on it for how long? (hes bored with the
project), updated rarely....

This happened to Metamod as well and isn't uncommon. This is a game. People get bored as you said, also some grown up. It's not hard to imagine alot of the coding talent is found in the youth who play the games.

AMXX is much more noob friendly (amxmodmenu command from console gives
access to all the commands via a menu, how easy can that be?)

Being that AMX has the amxmodmenu (or did you think the AMXx team invented that) I'm not sure how you can fairly make that statement.

read correctly AMX went back to .9.3 module style where you had to declare
it in module.ini and metamods plugin.ini ?

This assumes that the move to go back to the older method was a bad one. In fact, declaring the modules only in the modules.ini was a dirty hack. AMXx also uses a little bit of hackery. If I understand what they've done, it's something like loading Metamod twice to hide the AMXx modules from being seen in 'meta list'. Again, if I am correct, this isn't efficient. Going back to the 0.9.3 method for 0.9.9 is much cleaner and better for code sanity.
