Might be an idea to change this to a small download test say
1Mb test file. Latency is often not a good way to determine
the best location to download from. This can easily be seen
when US sites give better download speeds to European
clients even though the latency is much higher.
Once a month isn't really realistic. The client at least needs
to check the if its getting acceptable performance each time
its used. So if it takes 30seconds to get an answer to a
simple query its time to move to another server.
