Uhm, were you here for that HLDS release that was packaged with a virus? Their main compiling machine had a virus on it that went in to the windows HLDS release. A 'lucky' person got the HLDS release just before it was officially released and told Valve this... So... What testing/verifying/crosschecking? ^_^ (I was up until after I think 4AM that morning because of that delay! Took them 4 hours to recompile/upload HLDS!)
