Vivendi sold the retail version. Once you start installing the game, it's all Valve's installation and Steam. It's steam's messages you see preventing you to play without the CD in, not some other application. Regardless, if steam doesn't require some sort of CD-Key, and retail CD owners had to go through a 30-45 minute Steam authentication and update during installation anyway, I totally disagree that the CD shouldn't be required after installation.
