naaa right now I have a 12 man CSS server on a p4 3.2   15 % cpu usage on
munin (cpu monitor) so its not cpu, nic card is fine, 2.6 kernel so thats
fine.. ..  I donno ....  maybe its just fluffy

On my server, we have rock solid ~20ms pings. I have no idea what you're doing different, but I haven't seen any lag issues, even with 20 players on the server. Hell, we played hl2mp with 16 players with very few problems too.

Are you maybe maxing out the cpu? Do you have your network card set to
full duplex? What's your kernel timer frequency set to? (check
include/asm/param.h in your kernel source tree).

No matter what.. I can't see it being a netcode issue, to be honest.
