Who does it lag? The server, or your client? I wouldn't even run a CS 1.6 server on those rates, a source server must really feel the hurt on it. What did you change them to? CAL servers run the exact same rates (although in 1.6). Although... I to tend to see when playing source that the data transfer is way, way more than CAL, which is why this may pose a problem. I noticed the miscnfiguration in the configs given to me by TWL. I did attempt to run with their network values, thinking maybe they knew something I don't. They don't, and the network settings are just wrong. I simply adjusted the network settings to a more reasonable values, and all is well. Their settings seem designed for lan play.

The TWL values cause major lag. When set as I normally do, there is no lag.
