You may get problems when the steam client updates, if you have 2 steam binaries for the same user. You can copy it safely if you create a new user that will use it. If you don't then only one of the binaries will update, the other will think it is already updated (it will remember it already updated in ~/.steam/ClientRegistry.blob).
