That's what I mean though... I have 5 servers running on the one machine: 27015, 27016, 27017, 27018, 27030. The FA 27030 is working fine, as it's loaded before the CSS 27016 server. All that appears to have happened is the 27016's 27030 VAC2 port has been shunted up to 27031.
All of the servers, except for 27016, are HL1 mods. If I start a second CSS server on 27019 it creates the VAC2 port at 27032. So... I guess if you start your non-HL2 2703x port servers first, then in most cases the VAC2 ports won't affect setups at all.
