res files have nothing to do with playback. All they do is tell you what files you need for that map. Once you have them, they're just files like any other files, anything can access them at any time. Don't need HEY_YOU_GOT_A_HEADSHOT_LET_US_PLAY_A_VERY_ANNOYING_SOUND_NOW.wav in de_dust.res to play that sound during de_dust. Just need to have that file already, could be from de_vegas.res or any other. Doesn't matter. As long as you have the file, it'll play when the server tries to play it.
