That's not correct. The old query style provides a security issue,
potential DOS iirc and you should not be enabling it. Only old
tools not be able to query the server so its www.cstiger.de which
is broken if it cant use the new protocol.

For the problem  itself have you restarted the server and confirmed
what masters its reporting to?

@Clayton : There are several threads in Steam forums, where
sv_enableoldqueries 1 helped people alot, at most to see the server in the
webbrowser (like www.cstiger.de). By the way the server is visble there....
Valve says : "Disable old style (non-challenged) server queries by default
(use the sv_enableoldqueries cvar to change this behavior)" --> to my
understanding that means Valve turned off an option to find servers.(perhaps
because of security) If I set it to 1, I enable old style queries + leave
the new style queries enabled....
Last but not least: I tried both settings --> no change
