Well if you are into webcoding, write your own php based interface. Create some simple start and stop scripts. Make sure that the user running the webserver, is allowed access to these scripts (could use sudo). Execute these scripts from your webinterface. Simple coding, when talking about functionality. How pretty is up to you.
