As a spawn point is an entity and entities are read from the server version of the map, not the client, it is possible to have 2 versions distributed. To protect the work of the person that converted it they put the non converted version on the webserver and then use the converted version on the game server.
To be honest with all the maps I have converted to DoD I didnt really feel the need to protect them as it is quite simple to convert the existing spawns to work in another mod and some else actually made the map which is a lot harder to do and it makes it harder to update your maps when you have 3 servers and a webserver running. To edit it yourself open the map in EntEd, look down through the text looking for lines that say "info_player_deathmatch" and edit them to suit the mod you want the map to work in (eg for DoD its info_player_axis and info_player_allies) You can use this same method to add flags or to get weapons to spawn on the ground or even convert a US vs Axis map to a Brit vs Axis. It works for source too although I don't think you can add flags to a source map (ie a HL2DM one), if anyone in this list knows different, please let me know as I would love to make an obj version of dm_runoff.
